A dollar of tokens on a happy-path glibc port does not establish a rebase method until the rejected package list is public.

Even after that list is public, the useful cost is wall-clock and human patches per rejected package.

Token spend on the happy path does not tell you whether the method survives packages that need ABI decisions.
